Eligible Professionals (EP) - Providers are considered EP's if either participating & treating Medicare patients, OR at least 30% of services rendered to Medicaid patients are in an outpatient setting (20% for pediatricians). Eligibility Flow Chart

Certified EMR Technology - The Office of the National Coordinator for Health Information Technology (ONC) specifies that EMR software must be tested and certified through an ONC-Authorized Testing and Certification Body (ONC-ATCB) to qualify for incentive payments. The ONC has started a temporary certification program to ensure the availability of certified EHR technology prior to the HITECH stimulus commencement dates - check with your software vendor for compliance.

Being a "Meaningful User" - Providers must demonstrate proper use of EHR specified in legislation's "Meaningful Use" objectives.
